Mission, goals and services
Preservation, protection and promotion of human rights (social, cultural and especially economic rights), as well as safety of society as whole, civil groups and individuals, are most important prerequisites of total growth, stability and progress of modern society. Modern country has a duty to assure unimpeded and smooth actualization of those rights (fulfillment of both needs and interests) for all individual members of said society.
Deep political, economic, military and other social changes have given rise to feeling of public unsafety, even though we’re well aware of the fact that, there have never been more resources allocated to functioning of protection and never has been more attention paid to public safety like today.
Modern “risk society” in times of global insecurity has changed all walks of life. Modern flows in socio-economic and political spheres are characterized by tendency to reduce assets that are spent from national budget, which are meant to be used as an answer to criminal activities. Police today, have been more and more delegated to the role of subject which acts selectively, concentrating more on specific (“most dangerous”) forms of threats, while a society (community – individual) has been left to take care of those other (“less dangerous”) forms of threats. These lesser forms of threats, demand greater involvement from companies and citizens in domain of public safety. Of course, this is not just about one-time public action, it is but about system through which by continuous process realizes function of safety, and in turn creates new safety culture in which everyone participates.
Safety culture, in all its aspects, represents domain of deepened moral values and moral agency, by which, an individual determines his/her own morality towards others towards others, towards society, or oneself. For one to accept his expected safety obligation, individual should be aware that his reaction to specific form of threat, not only creates positive effects for one owns – personal safety, but for every ones collective safety.
Institute for risk assessment and critical infrastructure (IPRKI) is non-government organization whose purpose is to improve of citizens, companies and society as whole, based on democratic principles and respect for human rights. Institutes goal is to raise awareness about existing and potential security risks, as well as to improve safety on individual, national, regional, European and global level.
Services provided by IPRKI:

Research
Grounded in theory, it is multi-disciplinary by understanding and how we approach problem, and based upon participation of actors for whom results are of most concern.
Field research:
• Studying of phenomena in natural occurring conditions
Goal: to get whole and detailed picture of how small communities function
Research in local communities:
• Studying of modern local communities, usually by systematic observation, interviewing community members, and analyzing different research materials
Case study:
• Focusing on one concrete social entity – studying how its formed, how it functions and studying properties of one social group
Data sources:
• Primary (individuals, focus groups, panel groups, Internet, waste)
• Secondary (books, business records and archives, data provided by analytic agencies, publication by local authority, media and Internet ...)
When we collect and analyze data, we apply a lot of different research methods:
Analyzing secondary sources,
Analyzing with comparative approach,
Quantitative analysis,

And other primary empirical and ethnographical methods of research.
Educational programs
Academic exchange which include participation by teachers, students and researchers in scientific, educational, publishing, cultural and other forms of cooperation, with purpose of strengthening educational relations, development of scientific research, actualize intellectual and cultural capacity and to use accomplishments of institutions of higher education and educational institutes, to fundamentally change understanding, recognition, values and perception of key social and security issues ,of decision-makers.
IPRKIs’ educational programs and seminars are primarily meant for:
• Politicians,
• Members of parliament ,
• Both university and school students
• Police personnel,
• Private security personnel
• And others who are or will be included in decision making on all levels.
Networking of all relevant parties
In our sphere, organization whose basic mission is cooperation between public and private security sectors does not exist.
These are basic prerequisites for establishing such partnership:
1. Get in contact with parties whose participation is of crucial importance for partnership
2. Improving relations, exchange of information, training, and solving concrete problems,
3. Identifying other interested parties, and then inviting them to join. Deciding on geographical area which it will cover and defining key resources ( skills, personal and professional connections, authority ,other forms of services and funding) which will be needed by such organization, and to identify those who can secure those resources.
4. Marketing organization and creating its’ identity through logos, videos, brochures, as it will help in securing funds and recruiting members.
This is why IPRKI should serve as hub for establishing partnerships between private and public sectors and citizens
IPRKI is involved in legislature and seeks to attract attention of both decision makers and wider public, and interest them in important social issues in domain of security.
